REQUESTS FOR STATEMENTS OF QUALIFICATIONS
PROFESSIONAL ENGINEERING SERVICES FOR STREETS, DRAINAGE, TRAIL, AND SIDEWALK IMPROVEMENT PROJECTS
The City of Springdale Engineering department invites qualified firms to submit a Statement of Qualifications for engineering services for design of trails/sidewalks, street and drainage improvement projects in the City of Springdale.
Professional Engineering services include providing the engineering and surveying services to design and prepare plans, specifications, and estimates approved by the City and other regulatory agencies for one or more projects; conduct public coordination and meetings; prepare all preliminary and final design plans and specifications to include streets, trails, drainage, bridges, utility locations, fiber communications and environmental clearance, and provide coordination with utilities and other regulatory entities to secure approval of designs; and preparation of bid package, bid tabulation, periodic inspection of construction, review of shop drawings and contractor estimates for payment, and preparation of as-built drawings. The SOQās will be used for selection of planners and engineers for projects beginning in 2024.
The selection of projects can include federal Davis Bacon wage requirements, compliance with the Buy American Preference, Buy America Preferences for Infrastructure Projects, Domestic Preferences for Procurements, Disadvantaged Business Enterprise, Certification regarding debarment, Fair Labor Standards Act.
Disadvantaged Business Enterprise: The requirements of 49 CFR part 26 apply to contracts. It is the policy of the City of Springdale to practice nondiscrimination based on race, color, sex or national origin in the award or performance of contracts. If subcontracts are to be let, the prime contractor is required to take all necessary steps identified in 2 C.F.R. Ā§ 200.321(b)(1)-(5) to ensure that small and minority businesses, womenās business enterprises, and labor surplus area firms are used when possible.
