Sealed bids for Street, Storm Drainage, Water, and Sanitary Sewer Improvements for the Gene George
Boulevard South Extension Phase I, Don Tyson Parkway to 56th Street will be received by the City of
Springdale, Arkansas, at the Springdale Public Works Department, 269 East Randall Wobbe Lane,
Springdale, Arkansas 72764, until 2:00 p.m. (local time), June 1, 2021, and then at said location publicly
opened and read aloud.
The major items of work include: Approximately 2,000 LF of four-lane boulevard street improvements with
other miscellaneous items associated with street and storm drainage construction, including approximately
2,300 LF of storm drainage pipe. Also including approximately 2120 LF of 12” water main construction,
2370 LF of 8” & 6” water main construction, and 2430 LF of 10” & 8” sewer main, along with other
miscellaneous utility construction. All construction shall be substantially complete with 365 days from Notice
There are two (2) Bid Schedules under this Contract which shall be completed by the Contractor. The
Contractor must bid on both (2) Bid Schedules to be considered a complete bid.
Prospective Bidders must purchase contract documents through Quest Construction Data Network
(QUESTCDN). This can be done via a link on the ESI Planroom at http://engineeringservices.com/ or on the
QUESTCDN website (www.questcdn.com). Prospective bidders will need the seven-digit QUESTCDN project
number 7804308 to locate the job on the QUESTCDN website. There is a $30 nonrefundable cost for
downloading the contract documents in a pdf format. Bids will not be accepted from any prospective bidder
who has not purchased contract documents through QUESTCDN. The Owner reserves the right to waive
any informalities or to reject any or all bids.
Each bidder must deposit bid security in the amount, form and subject to the conditions provided in the
Information for Bidders. A State of Arkansas Contractor’s License is not required to bid on the project;
however, no contractor shall submit a bid prior to submitting an initial application (which does not require
a full audit) for licensure, and no construction contract shall be executed until the successful bidder has
furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board.
No bidder may withdraw a bid within 120 days after the actual date of the opening thereof. The successful
bidder must furnish a performance and payment bond upon the form provided in the amount of 100% of
the contract price from an approved surety company holding a permit from the State of Arkansas to act as
surety, or other surety or sureties acceptable to the Owner.
The City of Springdale is an EOE M/F.
The City of Springdale hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination
provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of
1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. ‘Buy America’
provisions apply to this project. Registration and good standing in the System for Award Management
(SAM) will be required prior to contract execution.
